Why is a seller allowed to continue selling when they have over 30 or so negatives?

Because the sellers positives out weigh their negatives

No-one forces you to buy from a seller. If the seller has bad feedback then just don't buy from them.
A very high volume seller will be able to absorb 185 negatives and still have a reasonable percentage score whereas a small turnover seller will be wiped out by one negative.
Ebay gives you the tools to judge if you want to take the risk of dealing with a seller, so use them.
