If you paid by paypal the seller is obliged to send to the address on the paypal notification. Failure to do that gives them no security. I dont know what you want the seller to do after the fact. Can you contact the new residents of your old address and ask when it arrives can they hold and you collect it from them. You may also be able to speak to the nearest post office to that address and ask them to hold for you.
It is your responsibility when you go through check out to ensure the correct delivery address is there.
