Why do they always put international listings in when I ask for listings within say 200kms from my postcode,If I wanted international listings I would put world wide,or is ebay just trying to drive me insane

Yes.
Even if you stipulate 'Australia only' you will still get dropshippers. When you use a radius, you will get dropshippers who misrepresent location. If they are long standing members with an anchor store (where eBay only really get fees if they sell) then your chances of getting eBay to enforce their own rules makes Buckley's attractive.

It drives Aussie sellers up the wall too. It makes it very difficult for buyers to find us.

I had all my mugs set to posts to Australia only, today, I get a sale to Malaysia, check all the mugs listings and they state Posts Internationally, which I don't and didn't set it that way, ebay is making changes behind our backs.

You have to do a two stage process.
First select all the areas you don't post to, THEN select to not post to areas you don't post to.
Simple. Non-intuitive, but simple when you eventually work out how.

typical ebay,a law unto themselves, next you will probably have to write to every ebay member in triplicate telling them if you post to them or not, then get a letter from both parents and grandparents confirming who you will post to

Rather than use the distance within 200kms search parameter I change the main search parameter from items finishing
soonest to items nearest to me. It works well for me as I am in a rural area and dropshippers seem to prefer using capital city
false locations
If you have agreed to the ebay international sellers agreement for any of your items..ever... ebay transcends that consent to all of
your items.
...whether you want that to occur or not is superfluous to ebays goal
.. I think they are trying to build up their "international inventory" ( and I bet you thought it was your inventory) for an announcement
of bigger things to come
