I would like to contact ebay in Australia about a buyer who did not send what I ordered and then lied about it saying I did  not order it

If you're still within the 30 day limit, file a claim for an item not received  through eBay's Money Back Guarantee

If you've left it too long, you have 180 days from transaction date  to file a claim with Paypal if that's how you paid.

If not,  you could try a chargeback through your bank
