Unfortunately scammers work on the premise that newbie buyers (and "experienced" buyers) either don't know how to claim the money back or can't be bothered for a small amount.

And the GBP payment might have something to do with Hong Kong still being ruled by GB?

GB stopped ruling Hong Kong 22 years ago, so that's unlikely to be a reason.

should have paid a $15 delivery fee but ebay order said post free,but seller wont the order until i pay the fee, What a stuff for my use of ebay.Sour taste in my mouth.Please resolve the problem,!!!!!!!!!!!!!!!!

Other buyers and sellers cannot resolve the issue

Not sure what this has to do with an unrelated seller/item from over two years ago?  (which is where you have posted it)

Did the item you are talking about say free postage to YOUR area?

Were you using the eBay app which often says postage is free when it is not?

Did it still say free postage when you were actually placing the order?

Did the seller themselves ask you to pay $15
