is it an ebay policy to offer paypal as one of the payment methods to buyers?
thought it was but may have changed since ebay and paypal are now 2 different companies,or are they?..thanks.

Except for the deal that "incentivises" eBay to maintain an 80%+ rate of payments via PayPal.
If they do, they get a bonus from PayPal, if they don't, they have to pay PayPal compensation.
Have a guess when this deal was struck, and then have a guess when they announced Paymate was being withdrawn as a payment option. They may have officially split, but it was purely for logistical reasons and they're still very keenly interested in each other. eBay is not allowed to implement their own payment processing services, either, so poor eBay can't even get a new boy/girlfriend.
