Just been told by black777car that they will need to put an 8% surcharge onto the postage as that is an ebay charge them... I don't think this is true and think this seller is trying to profit from postage, esp when it is already high enough.

There is actually a 9.9% fee on the postage component of invoices.....the same as the Final Value Fee on the item. However the seller should have the charge built into his item price, not charging the buyer extra.

it is actully 9.9% but the seller is not allowed to add that to the transaction after you purchased. they should be adding it to their item price before listing.
yes, from this year, ebay charges sellers 9.9% on item price PLUS 9.9% on postage price, and of course Paypal also charges a seller apprx. 3% on the total figure too..... selling on ebay is not a cheap exercise

If the seller refuse to remove the surcharge then report them to ebay

The seller's listings are all listed as pickup only. You should really request a shipping quote prior to purchase.

The seller does not appear to have listed or sold anything with postage (every listing I looked at was pick-up only), so I guess whether the seller is doing the "right thing" or not is debatable and may depend on whether you have purchased something and negotiated for the item to be posted, instead, because if the seller was not expecting to post the item, they could not have factored the costs to do so into their prices, and if it's a service requested by you and they have agreed to fulfil this request, they probably don't see why they should pay even more fees to eBay to provide you with that service. (And here, I'm just pointing out a possible perspective, not arguing for or against said perspective).
At any rate, the done thing - and here is my personal opinion - is for the seller to say, postage is X amount, full stop. And if they have explained to you something like "postage is going to be X amount because of A & B, including eBay fees etc", they really should have stopped at 'amount'.
On the other hand, if the item in question had a set postage quote, then as above, they can't now add in any extra to cover the eBay fees.

If the seller has a featured store, their FVF is 8% and the FVF on postage will be too.
I pay 9.5% on most of mine.

This particular seller doesn't have a store, so it's a flat 9.9% on the invoice total, but FVF with stores varies by category - featured is 5% , 7% or 8.5% - most categories with a basic store are 8% (the exceptions being fashion, media, tech under $200 and collectibles @ 9.5%).
