I had a partial refund a while back and got 2 refunds, one from the seller and one from eBay's GST source. BUT others have said they didn't receive any GST back.

It depends on how the seller refunds.....if they use the Refund button on the transaction then the GST should be refunded immediately.

If the seller sends money to the buyer it would not trigger the GST refund....you would have to call ebay and/or paypal to get it.

It is also dependant if the GSP was involved. I have had several issues with refunds when using the the GSP. I followed up several times with eBay and did not get anywhere as your request goes to the UK (in my case was the UK) and they do not understand the GST in Australia. 

HOWEVER, there must be some form of cross checking or reconciliation process as the refund did appear in my PayPal account about a month later.  This was for one I had not bothered to follow up.  I think you will eventually get it if using the GSP.
