You have 30 days from last estimated delivery date in eBay.

In PayPal you 180 days from sale date to open a case.

To the right of items in your purchase history is return an item to start a case.

What exactly happened?

From your post, I'm getting the impression you messaged the seller to say the item wasn't as described, they said send it back, you have & now you are without goods or refund?

If this is the case-If you did all this outside of a proper ebay 'not as described' case, I am not sure how far you will get. Do you have tracking info to prove the item actually reached the seller?

PS If I have it wrong & seller has simply said to you he doesn't accept returns, he doesn't have a legal foot to stand on if the goods are faulty or not as described. Don't bother with more back & forth communication, open an ebay case as previous person said.
