If you still have more than one strike in the last 12 months you are probably blocked by many sellers.
If you believe you have paid for everything now you need to ring ebay and tell them the receipt references so they can remove the strikes.
If the strikes had been issued before you paid you may not have been able to pay with paypal so you will not have the required proof of payment.
