I need to speak with someone from live chat, I have used it in the past but not able to find live chat. I have a problem with being charged for a product that I have no idea what it is and never put any bid on it or even looked for one of them

Top right > Customer Support (Contact eBay)
Pick your main category under Contact eBay (Buying, Selling, My account) then closest applicable
sub topic.
Live help (Chat with us) doesn't appear to show for all sub categories.
Sometimes you might have to click on another topic where the chat option does show
up.

It sounds like you have received a phishing email.
Check in your Purchase History...if the item is not there then you have not won/bought anything.
Just forward the email to spoof@paypal.com.au and spoof@ebay.com.au (depending on who supposedly sent the email) and delete it.
If you clicked on any links in the email you should change your passwords and run your virus scans.

To get to live help click on customer support,(top right of any
eBay page).
Customer Support > Contact eBay > hover over Buying and
select How to pay for items,(if it's a buying question).
Selling = Revise or edit a listing.
My account = : Set up a selling account.
That will bring up:
Call us,Call me:
Chat with us.
Send us an Email.
You want to click on: Chat with us,which is live help.

After 14 emails I still have not received my refund totaling $74.00 AUD.

Why did you send 14 emails and to whom?
Not the way to get a refund by spamming either the bot email for eBay or the seller
What was the reason for the refund?
Did you open and follow through with the appropriate dispute?
You have mostly feedback from overseas sellers, and even the ones in Australia have dubious feedback
Do you check feedback before buying, which would avoid a lot of issues ?

If you are messaging the seller about a problem, then you need to change tactics.
Don't try to sort out anything like this privately, go through ebay.
Go to your purchase history and open an ebay claim for a refund for eg item not received or item faulty or not as described, whatever the problem is.
You don't need to ask the seller about it, just do it and don't close it. Follow through with it and you should get the refund.
