An alarming development I was previously unware of on ebay (I have been here since 2004), that you can receive an unpaid item case prior to receiving an invoice. In my knowledge of commerce and business this should not happen, as it immediately breaks down the relationship between buyer and seller, and ebay itself -for allowing it to occur.
I recently purchased goods that in the past had been sent successfully and received a request by ebay on each occasion to ask for an exception. i asked 2 times to the seller using eBay messages without reply for my total ie a reliable invoice, and a final plea before I shopped elsewhere, meanwhile the seller was able to file a unpaid item case. I typically pay for goods within a minute of sale, however as I am in New Zealand, sellers cannot apparently post here, although others can.
It should be impossible for a seller to generate a unpaid item case prior to the buyer receiving an invoice. can we make this a firm rule, otherwise i'm out of here.

Maybe you should have asked the seller prior to buying if they would ship to New Zealand. The seller is well within their rights to not ship to New Zealand if they have stated so in their lsting. Although rude, they're under no obligation to even respond to your request for shipping to New Zealand if it is stated in their listing that they do not ship there
You keep using that word, I do not think it means what you think it means

To answer the OP
Yes.
After 4 days (2 for US purchases) a seller can open an Unpaid item Case (some have this set automatically) and if not paid within the next 4 days, they can close that, recoup their FVFs and issue you a strike.
If the strike concerns you, contact eBay as if you can show that you wanted to pay and tried to pay, then they may remove the strike.
Howecver, they will look at whether the invoice had been adjusted - ie the reason you wanted an invoice was because you were waiting on combined postage discount (does the seller even offer this) or waiting for a postage amount to be provided.

I contacted the seller twice asking for an exception and including a note to provide my total. I then contacted him a third time and waited, next I received an unpaid item case. An hour later my invoice finally arrives, and i proceed to pay for my goods and the seller then ships. subsequently the unpaid item case closes.
What it proves, as my heading states that it is possible to receive an unpaid item case prior to receiving an invoice. Ebay should stop this occurring by dissallowing sellers the unpaid item button if they have not provided an invoice with shipping total. This is a fundamental otherwise the whole system of commerce will be in turmoil.
Where a item has been purchased and the seller has not provided a invoice with postage costs its a stalemate situation, nothing should occur until an invoice is provided.

As has already been explained to you, unpaid item disputes can be opened in as little as 2 days and it can also be automated.
As you have also found out, as soon as the payment is made the dispute closes automatically. You did not receive a strike.
Yes, it was annoying that the seller was slow in sending you the invoice that you requested but not worth all this angst,
You did not get a strike and your item is on the way....no harm done.

Many sellers never send an invoice as the ability to pay is there both on the view page and the email purchase advice.
Unless it is agreed before the purchase then the seller is not obliged to offer combined postage nor a discount and now the fvf is being charged on the item plus postage many more sellers will just count them as individual sales and send singly so never assume you wil get combined or combined with a discount.
