You have not contacted eBay, this is a users forum. We cannot contact the seller for you.
The seller cannot be forced to send you the item if they decide not to.
Just open an Item Not Received (INR) case with eBay to get your money back.
Go Help & Contact at the top of your page and click on the appropriate link.

Curious that the seller lists postage at $17.25
but further down in the listing quotes $200 for postage.
Another case of starting the auction at 99c, then not happy with the result

There is no way that painting would go through AP for $17.25.
I would say the $200 for Pack and Send is much more like it. If the OP has only paid $17.00 odd then it is not surprising that the seller is refusing to send.

Possibly not Stawks, but can you imagine the seller paying over $180 from their own pocket to post the item. That is really unreasonable.

But it was the seller's fault, not the buyer's

Amazing that the seller listed the item twice starting at 99c. The first time it was listed, bidding ended up slightly higher than the second listing which the OP won.
You would think that after listing it the first time at 99c and not getting the result you are seeking that you wouldn't go ahead and list it in the same way !!? Clear case of believing the item is worth more than it actually is to the bidders.
