i am a buyer , i ordered at 7:35 pm on Tuesday & paid at 7:36 pm , and i asked to have shipped ASAP as i need goods to fix my car , Thursday Seller decides to ship part , then i get email to advise we sent in envelpoe not a jiffy bag it will take longer to recieve , i then said cancel & i will buy local , only to be told ship back to us we will credit to you minus 15% restocking fee >
they can shove the !5% where the sun doesn't shine ,I will keep the part & buy local , BUT i am not allowed to leave NEG feedback for 7 days

If I was stupid enough to order a meal from somebody on the other side of the country, I would be impressed if it arrived in 2 or 3 days.
But there is a significant difference between buying meals online and non-degradable car parts. Apples and oranges. Appropriate analogies. Credibility, or lack thereof, when you use an inappropriate one.

The OP said his seller is a Power Seller Digi. I thought buyers had to wait 7 days before leaving a neg for a Power Seller.

Buying car parts off ebay can be challenging at best of times and I have always spent alot of time trying to work out if they post next day or worst of all do not stock the part and need to order it in.
I would just leave a neutral stating the handling time frame so other buyers who care to check like me know to avoid them when in a hurry.
I feel a negative would be more warranted if they sent the wrong part.

15 plus years of selling and I have never had the need to block a buyer and fail to understand why sellers would block someone based on a forum.

I always leave positive feedback or nothing at all. But whenever I go to leave feedback, for anbody, I get an ebay message that says I must wait 7 days to leave negative or neutral feedback!

That's why post #11 doesn't make sense. The OP says it was bought Tuesday night, and that they were told Thursday it was posted as a letter and they're angry they can't leave neg FB. Post 11 says that was a mistake and it was actually Tuesday of last week they bought, and Thursday of this week they were told it was posted as a letter.
If post 11 was true, then that's more than a week that has passed since purchase, and neg FB wouldn't be blocked.

It's not based on the forum, but behaviour displayed in the forum which translates to buying behaviour.
I mean, it's rarely as blatant as the following example, but if someone came here and boasted about how much they like to rip off sellers, wouldn't you be tempted to block them? Some sellers have other things they'd rather not deal with, either.
