Top right of screen is a tab called "Customer Support"
Once in there find the tab "contact us"
Then hover over "my account"
and there are two options there that I think are relevant to your situation "somone has used my account" and account restrictions"
just follow the prompts
Best of luck with it.

For some reason on her account its showing info about restrictions but offering no way to contact ebay, she found a phone number but all she gets is a stupid recorded message 😞

Maybe you could try to ring on her behalf from your accout? You will need to have mum close by though because they won't talk to you abiout her account, but they can swap between accounts once you're onto them.
I don't know why your mum's section is not showing, I'm sorry, does it show for you?
VERY IMPORTANT
Do not log into your account from your mother's ISP (her house etc) Just in case they think you are in the same household and apply the blocks to all accounts. (This may be OTT, but I know it has happened before)

just then, I went into the "Customer Support" tab up the top right of screen
clicked on "Contact eBay"
this took me to the screen where I could choose from Buying, Selling or My Account",
I hovered over "My Account" which provided me with a tab for "Account Restriction and Suspension" from the right column "Resolving Account Problems" and got this

You say you found a phone number....are you using a landline number from the phone book? That is useless!!
You need to get the Freecall 1800 number and 4 digit code number through Customer Support. I would also recommend ringing them yourself rather than requesting a callback.
Did you actually call ebay when the problem first surfaced with paypal? It is not surprising that they have linked the 2 accounts if they were not notified at the outset of the problem.
