I found it very distrurbing taht I purchase both and both are Scam.
I will from now on will NEVER buy from EBay anymore than $5

How is it a scam?
eBay is all about the buyer, what happened that you were not covered for?
Do you check feedback before you buy?
What was the issue with the heater?
Did you contact the seller?
Open a dispute?

Thee is a come back. If you buy something that isn't as advertised then within 30 days you open a 'not as described' claim with ebay or a faulty claim, whatever the problem is.
Usually a buyer is then able to get their money back, but you do have to be careful you go through ebay. Don't just contact the seller, as if they are scammers, they are not going to give you a trustworthy reply anyway.
As for buying insurance, quite honestly, there are some things just best not bought on ebay. That would include a lot of electronic items or anything where you want an enforceable warranty.
Always check out the seller details-click on their name and see where they are located, check all the feedback before you buy. Personally, I try to purchase from Australian based sellers where possible as it is much easier to arrange a return if that became necessary.

If you haven't received the heater, open an item not received claim with eBay as soon as the system allows.
I presume it's the seller with 24 negs and 75.5% feedback ?

And as already mentioned, you have 30 calendar days after the estimated or actual delivery/ collection date has passed to file the claim with ebay.

It also looks like the seller's been giving buyers fake tracking numbers so if you open a claim and have any problems, come back here for further advice
