i sincerely hope you paid with PayPal.
have you allowed enough time for the phone to be delivered by road transport to you from the Sellers address?
all phones must go by road transort NOT by airmail across australia, and that can take a oouple of weeks depending on where you live and where seller lives.
if you have allowed sufficient time, then you can open a dispute in papal for Item Not Received (you have 45 days only to to this) if it still does not arrive escalate the dispute to a cliam and get your $$ back from paypal

WAIT, you only won it on the 12th. so if the seller posted it straight away it would have had only 3 business days if that in transit. If you paid by paypal and you don't receive it in say 2 weeks then start to be concerned. Do not send anymore money either.

I don't like the sound of it at all.
Not one bit.
I can't understand why the seller is asking for more money. Don't pay a cent more and like the others here, I hope you paid via paypal.
This is a lot of money at stake and it looks as if you are new to ebay. Most sellers are honest but you may have struck a thief, so do what putney said and open a paypal dispute if you don't have the item within a couple of weeks.
Don't let the seller talk you into waiting and waiting either, as you only get about 45 days after a purchase to open a dispute, then it is too late.
Good luck.

Report the seller to ebay for false contact details, the seller should then be required to provide a valid number which ebay will check, if they do not do that they will be suspended.
If you paid with Paypal do nothing, give it 2 weeks from the date of cleared payment then open an item not received dispute, you can then give it at least another week before escalating to a claim if the seller does not provide valid tracking or issue a refund.
If you paid by any other method you are basically screwed!
