I bought two identical items from an overseas seller which both have shipping costs.
I sent them a message asking if they offer a discount on postage and I would be willing to purchase more.
They sent back an offer with a prices quoted for 3 items, 5 items etc
they asked me to send them my paypay address so they could send me an invoice
I purchased a 3rd item through ebay and sent them a message asking them to adjust the price to what they had quoted me
They have sent me a message back and said they cannot adjust the cost through ebay.
I believe this is false, and that they are trying to complete the transaction outside of ebay. Is this correct?

they can, more like they don't want to. And yes it sounds like they want to do the sale outside of ebay.

I am fairly sure that sellers can't adjust the quantity. If you purchased one through ebay and you want three there is nothing they can do, the could possibly increase the postage cost to account for extra items so that the total is correct. You should just purchase all you want through ebay and wait for them to send an updated invoice with the postage discount.

The seller has done the wrong thing by offering to sell outside eBay, but at the same time you can't expect an off-eBay quote to apply on eBay.
Whether or not the seller can adjust the postage may depend on their location and postage service used (if they are in the US and using the GSP, I'm not 100% if it is actually possible. I do know that shipping costs can't be combined via the GSP, but the seller may be able to send an independent invoice for different shipping options).
