ebay should do something about sellers having multi sites and selling items they dont have , have bought the same item 3 times on different sites only for ea to take my money and then say the items not in stock and they will issue a refund , from the wording sounds like the same person , cant find a ebay complaints dept so this is the best i can do

eBay rarely read the member to member forum
There is no 'complaints department'
Have you contacted the 'other sites' you speak of?
If the seller cancelled due to be out of stock, they will get a defect on their account(s) hence eBay will already 'know' about it
Sounds like you are buying from dodgy sellers registered in China, do you check feedback before you buy?

The same seller using 3 different selling IDs , selling the same items and all out of stock .
No doubt their feedback shows plenty of negative feedback for "seller was out of stock" or words to that effect but buyers naturally think their item will be in stock.
Firstly, make sure they use the reason " out of stock" when refunding you, not "buyer asked to cance1"
However , yes they'll get a defect, but that won't stop them trading.
Of course eBay should do something about it but they won't.
Buyers get fed up and leave eBay, which in turn, affects all sellers.
And one of the worst things is that their feedback page often shows:

Another option is to stop buying from sellers with feedback in the gutter, that may solve the problem as well, you are supporting bad sellers to become even worse sellers.
