I bought a pressure hose which was faulty and burst at less than half the advertised pressure rating of the hose. I have Emailed the supplier and can't get a response and also cant get a response from Ebay neither the supplier or ebay seem to care as long as they have their money they don't want to know if there is a problem

Why are you emailing?
The only thing you need to do is open and follow through with an item not as described dispute
If you do not use the tools you are given, you are not covered by the MBG
No use contacting eBay at this point either
They have no idea there is a problem if you do not open a dispute
If you have left it too late to open a dispute through eBay
If you paid with Paypal, you have 180 days to open a dispute there
Do not open an eBay dispute and a PayPal dispute at the same time or they will cancel each other out
Have a gander at the buying basics so you know how things work

Assumptions:
Has the listing been removed? If so I'd assume the seller wasn't aware of the problem until you emailed.
Has he responded your email? If not, I'd assume the seller is now aware the hose was not fit for for purpose but also knows there is nothing he can do about it (other then give the money back).
Open a not as described case.

Just looking at the feedback, seller registered in China, feedback in the gutter and feedback from them 'past year'
So if it was *this* same purchase, way out of time for eBay or Paypal disputes
Unless there is a recent feedback this seller did not leave feedback for
