what can I do when the seller ignores me and doesn't refund the purchases and the items never arrived, this from a so called seller with a high star rating

If you paid with PayPal, or another method which provides protection, you can open a dispute. There will be time limitations on the dispute process (eg PayPal give up to 45 days to lodge a dispute), after which you're options are much more limited, and your chances of getting your money back become very low. If you open a PayPal dispute (and escalate it to a claim), PayPal will ask the seller to provide evidence that the item was posted to you, if the seller doesn't prove they sent it, your money will be refunded. 

 

If you paid with an unprotected method, such as bank deposit, cheque, money order, you can open a dispute via eBay (same 45 day time limit), but it will not get your money back unless it prompts the seller into action, and you can also report the seller for online fraud if they fail to provide any evidence that they posted the item to you.

full details : I order serveral items and paid using paypal, when the items hadn't arrived ontime I questioned why and was told to wait a little longer, then it had been returned and would be recent to me and once again it did not arrive, I questioned this I was given an option to have it recent or refund, this time I asked for a refund but that never happened either, recently the seller has offered to recend the item. during a period no responce from the seller I enquired to paypal and was told they can't do anything

if you havent gone over the 45 days open a paypal dispute and if you have and paid by credit card contact your bank and try and do a charge back
