Boy Scout memorabilia - can anyone ID this item?

I have searched descriptions and tried reverse image search on google but no luck. If anyone can ID these I would be eternally grateful because I just cannot figure it out:

It's roughly the size of a 20c piece and made of a soft brassy metal. Some kind of hat pin perhaps?

These type of badges are often on a leather strap so perhaps the belt.

I think you are on the money with it being a belt badge, check out item 

112446058489      which is circa 1950,s girl guides belt.   Note the blue badge in pic 1  and then zoom in on pic 5 to view the tabs
