we believe hostess was around '60s / 70s, and would assume kitchen related. its large plastic - bigger than A4. can anyone tell me what this is please?!

I'll take a guess and say it is a chocolate tool. Pour your melted chocolate on the stencil, scrape away the excess, let it set, push out the pieces and use them in cake decorating?

The size and shape suggests a soap bottle apron template. The shape of the cutouts would not be unusual in sewing /quilting, as this sort of template is often used to make a pattern using two different fabrics, one layered on top of the other and then the top layer cut away in th holes, then stitched around.

That would make sense of why it was in with the sewing items.
