I Need Help Identifying This Badge

Can anyone help to identify this badge I thought it may have had something to do with swimming but after a closer look I think it might have something to do with Military Any Help Please Thank You In Advanve

It's a diving badge.  What looks like wings are the flippers.

the numbers stamped on the back indicate it was issued , where the one found by imastawka is unissued.  surplus maybe, or reproduced.
