It would seem that a buyer can leave negative feedback on the basis of "Not as Described" and even if you have absolute proof the item was as described and exactly matched the specs given on the listing. Ebay has no interest in following up if the buyer is making false statements.
Put in a request for removal and with a minute the automated system spat out a rejection ignoring the proof that the buyer was lying.
Being told that it wont affect my buyer performance is not consolation when other buyers will read the false information on the feedback and then buy elsewhere.
Not good enough ebay!! Letting buyers smear the reputation of sellers who go above and beyond to be honest about their product and give excellent customer service will see them leave the platform in droves. I have finally had enough and will be selling of my stock and leaving the platform for good.

It would seem that you don't understand how selling works on eBay.
If the buyer opens a return request for not as described, the seller (you) pay for the return postage - whether you like it or not.
You then have the goods in your hand and can make an accurate assessment of the validity of the buyer's claim.
How you proceed from there is entirely up to you.
I'm assuming by your feedback reply, that you refused to issue a return postage label. If this is in fact the case, then of course the feedback won't be removed. After all, your actions (or rather inaction) is a complete agreement to the buyer's allegations.
You don't get to agree that the item was not as described and then have feedback stating as much removed upon request.

Does the buyer's feedback indicate they normally buy cheap junk ?
Is the buyer a seller of anything similar ?
You have over 1000 PERFECT feedback for selling .... mostly for the same cable
Other buyers will see your excellent feedback for the cable.
Don't let one idiot buyer make you leave eBay.

No use telling eBay on a member to member forum they don’t read
Nor are they going to notice if you leave or not
You also cannot instruct a buyer to pay for postage in such a case
If in 20 years this is the first dodgy buyer you have had, you have been amazingly lucky

You are best to supply a return lable. You will find half the time the item is not returned, if they don't return the item then you can request the negative feedback to be removed. If they do return the item and there is nothing wrong with the item, relist the item and then report them to ebay. You maybe lucky to get the negative removed, but its much harder to get it done then it used to be.
