It's an absolute disgrace and sadly, not uncommon.
Has the item not received case been closed ?
If yes, apparently there's a new 'appeal' option for "delivery to another address" .
Have a look at this, which was posted by a very experienced member eburtonlab.
Try all the suggestions. I really hope it helps you.

"If tracking shows delivery but nothing arrives":
If the buyer can obtain some hard copy documentation (email is not good enough) that says that the package was not delivered to the buyer's address or something that shows the weight or size of the package cannot possibly correspond to the ordered item, or the shipping date precedes the order, then the buyer may be able to contact eBay via social media direct message, provide that documentation to eBay and get help with "false tracking".

With "false tracking" if you go through a standard automated "item not received" case, on the other hand, you will lose the case because the seller can provide tracking that appears to show delivery. If you then appeal, you may have some additional options at that point. It appears that eBay has added a new appeal option regarding "delivery to another address", but I do not know how effective that is compared to contacting eBay via social media with documentation and explicitly mentioning "false tracking", which seems to work provided you can obtain the necessary documentation.
If you are unable to get help through eBay, you may have recourse through your payment method, though you should probably exhaust all your eBay options first since once you go through your payment method, eBay will no longer help with that transaction. If you file a standard "item not received" claim, the payment provider may defer to eBay, and eBay will likely say that tracking shows delivery, so be sure you are specifically pursuing a "false tracking" claim"

I will also add though , you must choose better sellers.
Your seller is registered in China, which you can see if you look at the top of their feedback page or their About page.
Poor feedback.
They dropship from Australian warehouses or lie about the item location.
Their items are generally rubbish and / or dangerous as none of their items pass Australian mandatory safety standards
Look for Australian sellers with good feedback and I doubt you'll have the same problems

I've never seen that before and maybe some will read into it differently to others.
The way I read it , the options on the listing are:
Click and Collect - Buyer chooses location

Or maybe it's always been there and we haven't noticed as it's on your click and collect items too

It is pathetic but I am wondering if you maybe should have used the words 'closed down.'
Each time you said the shop was closed, you were told to go back and collect it as it wasn't far away.
Maybe they thought it was closed as not in business hours.
I'm not confident though that it would have made a difference as you did say not open for business and ebay just wasn't listening.
What i find disappointing is the suggestion you can contact the seller etc etc
You're contacting ebay because there is a problem with the seller!
I agree with casey-use the appeal option but read up about it first so you follow exact procedure.

I feel more and more that despite ebay's promises of money back guarantee if things go wrong etc, you can't rely on ebay at all. If you use this site, you have to rely mostly on yourself and that means proceeding with extreme caution ebfore you make any purchase at all. Be very careful who you buy from.
Avoid Chinese sellers and any of those with quite a few negs and neutrals.

Everything I've read indicates to me that you went through the checkout process using the
"free standard parcel delivery to your address" option.
Please correct me if I'm wrong.
I've also read on the US site that the eBay reps on social media are more experienced.
I can't confirm that as I've never used them.
Hopefully you'll receive a better response from them, or an appeal, than this:

(Not relevant to the OP as far as we know!) but for years we've seen complaints about shonky sellers sending
eg: empty envelopes instead of parcels to somewhere within the same postcode as the buyer.
Buyer opens an item not received dispute, tracking shows as delivered, case closed, buyer loses their money.
Whether this new 'appeal' process is successful remains to be seen.
And how many buyers would even know about it ?
