Because it doesn't ask who WAS the president in 1975, it asks what the president (relating to the current president) name was in 1975. The answer quite clearly is Barack Obama, unless, he changed his name some time after 1975.
The questions were all exercises in semantics, I don't know why you would single out #8, that was one I didn't even have to think about.
