Welfare payments are being consolidated and some new welfare recipients will be subject to random drug testing.
People deemed to be at risk of substance abuse will be required to undertake random saliva, urine or hair follicle tests for drugs in three locations from next year.
Jobseekers who test positive to drugs will have their payments quarantined. About 450 people each year will be blocked from claiming the Disability Support Pension on the basis of drug and alcohol abuse alone.
Newstart and Sickness Allowance recipients will be moved to the new JobSeeker Payment, which pays the same. Jobseekers aged up to 49 will now have to undertake 50 hours of approved activity a fortnight. There will also be longer waiting periods for those with liquid assets.
The Cashless debit card will be introduced in two new locations.
Economists say this may make welfare recipients' lives more difficult, but ultimately very few will be forced off welfare.
So when will politicians be required to undertake random drug tests?

Ms Lambie is on the money. She says that our pollies should be drug tested just like dole recipients. Cop my tip, ALL Australian alleged politicians are on performance enhancing drugs. Without those drugs they are a very ordinary lot.

About 870,000 non-citizens from the likes of Britain, New Zealand, Africa, Asia and the Middle East are claiming tens of thousands per year.
For example, those from Britain, Vietnam and China – countries which have no social security agreement with Australia - are claiming about $17,5000 each annually.
This figure equates to about 83 percent of the $15 billion bill every year.
In addition, The Australian reports that more than 150,000 non-citizens from countries which do have an agreement with Australia, like New Zealand and India, are claiming about $15,500 a year.
“At present, around 2.5 million (non-citizens) live in Australia and are eligible for welfare,” Senator Leyonhjelm said.
