Sad. I know we aren't there when these awful things happen, but surely Rubber Bullets may help ? High Pressure Water Canon ? Shoot one of those Nets over her, so she can't harm anyone but herself. Even shoot her in the leg / arms to bring her down. Then pounce. At least that way, she may still be alive.

Sometimes in a drug-induced frenzy, pain or discomfort isn't transmitted to the brain.........look at all those "bath salts" freaks who strip off their clothes, become aggressive, and invariably have to be shot, because pepper spray or tazers have no impact on them........

That may look fine on Gunsmoke, but one has to worry about missing, and where the bullet will end up. To top it off, a bullet in the upper leg will more than likely sever the Femoral artery, resulting in a quick exsanguination........
When a police officer is confronted with an armed adversary, do you think he will take the time to swap magazines, to replace lead slugs with rubber bullets? His widow would be happy that he took the time to spare the assailant's life at the cost of his own.

Police are trained to not unholster their weapon unless they are prepared to kill. They are trained to aim for the biggest target which is the torso.
I wasn't there, so no idea why she was shot, sad for her family though.

BODY MASS..............biggest target - that is where police, armed forces, special forces etc are trained to aim.
That is where I would aim if I was confronted with a drug crazed, knife/gun/weapon weilding individual.
I am not going to put my life, or the life of others on the line, by trying to take a 1/18 shot at an arm.
If I want to stop someone, I will aim for the head or the body - and in that 'on the line situation', you don't have time to make variable decisions, you go with what you are trained to do.
All of the armchair lizards out there can come up with many different ways to do things, (kind of like the replay in footy and cricket - slow motion is not real life) but in a heat of the 'split second' moment - I would choose to LIVE.
