Labor frontbencher Andrew Leigh shifts position on previous support for a GP fee

Labor's shadow assistant treasurer Andrew Leigh was once a strong supporter of a compulsory fee for visits to the doctor - a policy now slammed by the opposition as a “GP tax” that would hurt the community’s most vulnerable.

 

But in a 2003 Sydney Morning Herald article Dr Leigh, then a PhD student in economics at Harvard University, argued a Medicare co-payment was “hardly a radical idea”.

 

“As health researchers have shown, cost-less medical care means that people go to the doctor even when they don't need to, driving up the cost for all of us," Dr Leigh and co-author Richard Holden wrote.

 

“But there's a better way of operating a health system, and the change should hardly hurt at all.

 

“As economists have shown, the ideal model involves a small co-payment - not enough to put a dent in your weekly budget, but enough to make you think twice before you call the doc."

 

Dr Leigh argued the fee should be enough to deter “frivolous GP visits”, but not enough to limit genuine preventive care. The fee should apply to everyone, including pensioners, except those who are chronically ill, he wrote.

 

Dr Leigh, who has opposed the proposal in media appearances over recent weeks, told Fairfax Media: "Since 2003, a lot has changed in the health care system, and I've changed my view on co-payments.

 

 “A GP co-payment was originally a Hawke government proposal led by Brian Howe, a member of the Left faction,” he said.

 

“As long as it is applied fairly across the community, a co-payment is a perfectly valid policy measure. If Andrew Leigh, before he had to toe the party line, recognised that then I welcome his contribution to the debate. I respect Andrew Leigh as a sensible economist.”

 

On Saturday, Dr Leigh, a former professor of economics at the Australian National University, distanced himself from an article he wrote in 2004 supporting fee deregulation for universities – another policy opposed by Labor.

Anonymous debit cards were used to pay for dozens of Labor Party memberships in a branch stacking manoeuvre, an ALP investigation has found.

 

A lengthy investigation began in June last year, with a three-person panel looking at allegations of branch stacking – where people pay for the membership of others in order to build an internal bloc of votes – in three federal seats including Opposition Leader Bill Shorten's seat of Maribyrnong.

 

The investigation found 31 memberships in Maribyrnong, Gellibrand and Melbourne were paid for through five anonymous pre-paid debit cards.

 

In Julia Gillard's former seat of Lalor, another eight people were found to have paid with the same credit cards without meeting special family exception rules.

 

 

The investigation failed to determine who sponsored the payments. It voided the 39 membership applications.

 

Senior party officials said the voided memberships were centred on African communities.

Labor invented branch stacking especially in minority ethnic  electorates.

What  they do is sacrfice the Australian culture, assist ghetto mind set to grab votes, always have done.

Poor Bill, at a loss as to how he can trash talk the budget so he reverts to union hack form and plays  the man  not the ball. Poor bill, only 46? he looks worn out.

Membership reforms see recruits rally to Labor cause

 

Party reform, coupled with the unpopularity of Tony Abbott, has seen the ALP enjoy a resurgence in membership over the past 18 months.

 

Under Bill Shorten’s leadership, the party’s rank and file has grown by more than 10,000 members to almost 54,000.

 

Labor’s closely guarded membership figures, obtained exclusively by The Australian, reveals NSW remains by far the biggest state, with 18,304 members, followed by Victoria (14,969) and Queensland (9328).

 

These figures reflect a large ­increase in membership since the party’s last audit, ahead of the September-October 2013 ballot for federal leader, which then saw 43,823 members eligible to vote. This figure included all financial members as at September 7, 2013. It now has 53,930 members.

 

..Liberal Party sources told The Australian their membership had plateaued in most states in recent years, and was suggested by one party figure to be about 40,000-45,000 nationally

Perpetual undergraduate Tanya Plibersek, also deputy Opposition Leader believes in rorting as long as it suits her views. She wants to go after the big end of town and catch those nasty industry captains who rort the tax system but she won't have a bar of the public servants who rort paid parental leave.

Labor has used the first post-budget Question Time to accuse the Federal Government of labelling mothers claiming two lots of paid parental leave as "rorters and fraudsters".

 

Abbott says Labor claims 'simply false'

 

Labor frontbencher Tanya Plibersek seized on the quote in Question Time on Wednesday, asking Prime Minister Tony Abbott whether he agreed mothers benefiting from two schemes were "rorters and fraudsters".

 

"Claims that have been made by members opposite about statements by ministers in this Government are simply false,"he said.

 

Tanya Dahling, rorters are rorters no matter which end of town they dwell in.

PPL is not a rort though.  Getting the employer component is not a rort either. 

The original PPL was designed to add on to exisitng leave so that people can take 6-12 months off instead of 4 months.

Treasurer Joe Hockey has dismissed as "commentary" an internal warning about the tough language being used to condemn new mothers accessing two paid parental leave schemes.

Influential Liberal backbencher Arthur Sinodinos on Wednesday warned associating mothers with rorters and fraudsters could backfire on the government.

It's not a good look to be having a go at the young mothers or new mothers of Australia and I think some of the language has been a bit unfortunate and we should be a bit more empatheti
