Both were arrested after the police had to chase them...... they have both been charged for assaulting the police. Good.

yes. and that is what they did. attended a situation where
the aggressive thief needed to be restrained in order to be handcuffed.
if one officer attempted it, chances are both the aggressive offender
and the officer would sustain a serious injury in the process.
that is why police work in pairs at the minimum. to handle such
situations as effectively and safely as possible for all involved.
