It can do when it goes well off topic, turning into say a personal chat about last weekend, having started out as something completely specific. Mostly because I often enter threads quite late, and just give a straight reply to the OP, which looks a bit stoopid interrupting a goss session about the hairdresser etc.

Why would a member who is not participating or involved in a discussion report someone for being off-topic for something as trivial as asking what you had for dinner? 

That in itself should be a violation because it causes disharmony.

Yes it is freaki and open to abuse by members who do not participate and those that do.

Yes. It's annoying when some posters don't like the topic or the OP and try to disrupt the thread with their insider jokes/personal stuff. You have threads to do that in and yet some seem to think we all have to read about it ad nauseum.
