What do you mean by 'the carbon tax isn't working'? Of course it's working, just read any newspaper or look at your local council. The price is designed to be a motivator to reduce bad environmental behaviour.
Hasn't your local council done anything about reducing its carbon footprint? If not, you should complain. Haven't you seen the change in focus to environmentally friendly vehicle adverts? Perhaps you also missed the positive changes to business practice, large and small, to reduce their footprint. Even most individuals are more aware of their footprint.
I'm astounded you haven't noticed those things.
