It was one of the most ludicrous rants I've seen in a long time. The grown man shouting at a woman for speaking in the third person when she had clearly said "I expressed".

If i wanted to show off and be really pedantic I could tell you that "I expressed" is first person singular, past tense, active voice.
In the passive voice it would be "It was expressed by me." (or, in the context of your original sentence, "concern was expressed by me.")
