Glad to hear its available but thats very tricky if the wearer will not keep it on, perhaps in the future implants may work its amazing how things advance these days.

I believe the implant was in reference to a GPS tracking device. If that is the query.
I think that sort of device has to be re-charged in some way and an implanted tracker (at this stage of technology) is not capable of being re-charged.
Maxwell Smart had a phone in his shoe. Perhaps a GPS tracker could be slid into the sole/heel of shoes of the vulnerable.
Surely an intelligent "techno/gizmo person" could come up with a product. Let's call it the "Max-well".

Implant? Maybe a tattoo of numbers?
Why are you so against some sort of tracking device on people who are at risk of getting lost.
A tattoo of any sort would be useless....it would identify them if found but do nothing to help finding them.
How often do we hear of elderly dementia sufferers going missing or children with disabilities wandering off. A tracking device on Luke would have saved hundred of searcher hours and he probably would have been found 5 within hours instead of 5 days.
