sometimes i put it down to maybe their jocks are to tight , maybe a nervous habit
or maybe they are just itchy who knows
In technical terms ....... I believe in some cases said perpetrator is wary that an undesired rush of blood may unwittingly change the direction of the angle of the dangle causing what is best scientifically described as the "tent pole effect" thereby capitulating to adjustment prior to better engorge the available space vertically and therefore minimising affront 😐

1 if you are feeling uncomfortable try rubbing thighs together
2 if this does not alleviate the problem turn and face the shop woindow
3 make sure no one sees your reflection ( very important)
4 place hand in effected area and scratch of rub until area relieved.
and then die of embarrassment when you see the people laughing at the back of the shop that you didn't noticed before.
