Kevin Rudd makes a big claim about his deal with PNG:

From now on, any asylum seeker who arrives in Australia by boat will have no chance of being settled in Australia as refugees. Asylum seekers taken to Christmas Island will be sent to Manus and elsewhere in Papua New Guinea for assessment of their refugee status.

But the published agreement does not guarantee at all what Rudd claims.

The deal is for just 12 months:

The intention here though, is that we will now bring the quality of those places back up to standard for the processing centre. So that, where at the moment, we will not be transferring women and children immediately across to Manus Island...

PNG’s Prime Minister does not commit himself to taking unlimited numbers any time soon:

We will take as much as we can on the capacities that we have on the ground… You can’t just simply estimate a number.

PNG even suggests there will be a “cap” on the number of people it will take:


PNG Foreign Minister Rimbink Pato told The Australian the arrangement was open-ended but he also signalled the potential to put “brakes” on its scope over time. “We are not putting any cap on any numbers at this stage because it is too early and we want to work through jointly to establish at what point in time what brakes Australia will put on and what brakes PNG will put on,” Mr Pato said.

The deal does not oblige PNG to resettle any boat people found not to be refugees:

PNG made it clear over the weekend that it was willing to resettle asylum-seekers who were given refugee status but would not do so for those who fail that test, keeping them in detention if no other countries agreed to accept them… Immigration Minister Tony Burke last night told The Australian that the provision did not mean people who failed to gain asylum on Manus Island would be sent back to detention centres in Australia.

 

Michael Smith notes that the deal is actually an “arrangement”, and not an agreement or a treaty:

To quote our DFAT publication, an Arrangement is used where ”the parties do not intend to create, of their own force, legal rights or obligations, or a legal rel.... Such instruments, whether in the name of the government or agencies, are termed “arrangements of less than treaty status’’.

The High Court might be interested in this aspect when judging whether Australia has indeed fulfilled its responsibility towards asylum seekers who have applied for our protection.

Further, the deal seems to offer life-time support from Australia for any refugees resettled in PNG under this arrangement, which could prove attractive:

...the Australian Government, in support of the PNG Government, will provide comprehensive settlement services to ensure that these refugees can live safely and with security and in time, prosperity, within PNG.

Manus deal collapsing. More people than places

 

 
 

More boat people have come since Friday than there is room on Manus Island to house them:

The fifth boat to arrive in four days was unloaded at Christmas Island yesterday, taking to 317 the number of asylum-seekers to arrive since the new policy was announced last Friday, while a sixth carrying more than 100 people had been detected en route from Indonesia…

 

The Opposition Leader said not one asylum-seeker had so far left for Manus Island.

 

The current capacity on Manus, according to the UNHCR and local MP Ronnie Knight, is 500, with 145 people there already.

More tents are expected to be pitched soon to house more boat people, but when? How many?

“We are a very rich country and yet we still have beggars and hungry people on the street. People are dying every where. I think it is time we bring this country under God.”

 

Sixth boat arrives, bringing to 355 the number of boat people who have come under the new arrangements:

AUTHORITIES have intercepted a boat carrying 38 asylum seekers off Christmas Island on Monday.


More boat people have now arrived than there are places left at Manus to house them.

 

There are already twice as many boat people to put in Manus than there are places for them, according to the PNG Prime Minister:

PNG plan - pink batts in the tropics

 

 

RARELY has a government policy begun to unravel as rapidly as Kevvie’s PNG Solution is unraveling now.

 

He is on the backfoot and peddling toward the horizon as fast as he can.

 

In the past 48 hours, a number of people have called me from PNG to express their dismay at the program.

 

Only a handful of entrepreneurs who can smell a buck in the deal have supported it.

 

PNG Prime Minister Peter O’Neill gave the game away when he said on Monday that his government will now set all the priorities under which Australia’s aid to PNG will be directed.

 

That sounds like PNG will control our aid though Labor’s electronic media organisation, the ABC, disputed this on its PM program last night.

Kevvie claims that Opposition leader Tony Abbott is trying to muddy the waters and send mixed messages to people smugglers about his ludicrous program.

 

He should have asked Australian diplomats about the feasibility of his PNG Solution before announcing it last Friday.

 

It can’t work as outlined for the simple reason that the PNG Prime Minister sees it entirely differently than our Kevvie does.

This would not be the first time that Kevvie has failed to see reality.

 

Four boats carrying nearly 250 people have been escorted to Christmas Island since Kevvie’s announcement – almost enough bodies to fill the existing Manus Island detention centre.

 

Kevvie doesn’t have a clue about what he is dealing with or the repercussions of his so-called Solution.

 

Pink batts on steroids in the tropics is an accurate description.

It seems that people that have no sense of humour are allowed.

 

Best bet pct001wine  as you appear  not to have an aussie sense of humour or see these as cartoons only and it appears that you are easily offended is to report my post to the mods...  🙂 🙂

Thanks for your response nero_wulf, and no, I am not easily offended, however I am disappointed at your assessment that I don't appear to have an "aussie sense of humour" (whatever that means).

 

My partner, children and friends actually think I'm pretty funny in what I think is an Aussie way - self-deprecating, take-the-mick, don't take life too seriously sort of way ....

 

If an "aussie sense of humour" means racially stereotyping people from other countries by exaggerating certain physical features and traits (bones through nose, large nose, etc. etc.), then count me out.

 

If pickering or any other cartoonist can't get his point across without resorting to this weak humour, then I feel sorry for him, and those that find it "funny" and feel the urge to re-publish it.

 

Also, I am of the opinion that the cartoons are far too large for these boards.

 

I have taken your advice and reported them accordingly, thanks for the hint.
