I bought an item on a site for my sister on 27th march, paid by using PP
I have concerns because on the invoice it states "Once your package ships we will send you an invoice with a link to track your order"
I recieved no email, called them twice then the answering machine goes off, and also emailed them - no replies.
My question is; when can i open an PP Item Not Recieved dispute? as i'm completely out of touch with this
Cheers.

Joz - go into your PP account - click on that payment.
Begin a claim through PP.
No item received.

there should be a delivery date in the ebay purchase history for the item
once the date is past you can open a dispute

i ordered a 2kg bag of cat food off an ebay seller on the 24th march
waited until a week after the estimated delivery date (the 1st)
opened a dispute and got told its the virus, please give it a little longer
still not here.
i will be escalating on the 16th, thats when ebay allows me to.
i have bought from the seller several times, same item.
still, 4 weeks from interstate?

Yep, cheers, it was quite easy.
They said they sent my dispute to the seller, and if i haven't worked it out with them.. I can escalate it before the 5th of may.

Just a little tip, if it comes to it.
I have lodged item not received disputes with Paypal which resulted in email exchanges between me and the sellers. On one occasion the seller tried to blame me and denied all responsibility. So on every occasion I emailed the seller back I CC'ed Paypal into the emails and made sure the seller's emails were included along with mine. This exposed the seller and it was obvious they were trying to bully me and were being dishonest. That dispute was resolved very quickly!
