For the most part, I use a combination of 2. I have a Mac and it comes with a photo program called "Preview", which is good for speech bubbles, text, image resizing and general image adjustments such as lighter/darker, contrast, color saturation, etc.
If I need to tilt a component within the photo, resize it to fit, change the perspective, etc., I use a free app called "ProPaint", which is an art program and came from the Mac App Store.
There are also many other free photo and art programs on the App Store, as well as photo programs that are good for adding different special effects, and I will use one of them from time to time, though not that often.
If you have a Windows machine, you can probably find free programs out there that will work, as well, but I'm not familiar with what they may be. Personally, I've always been FAR too cheap to spring for Photoshop...
Popcorn uses Photoshop.
