Arguably not relevant refer Geneva Convention - Common Article 2

The Conventions apply to all cases of armed conflict between two or more signatory nations. This language was added in 1949 to accommodate situations that have all the characteristics of war without the existence of a formal declaration of war, such as a police action.[23]
The Conventions apply to a signatory nation even if the opposing nation is not a signatory, but only if the opposing nation "accepts and applies the provisions" of the Conventions.[23]

Australia is a signatory to the Geneva Convention and the Australian soldiers did not kill their own.....thus an international conflict.

It is just a work around to avoid the Brass having to take responsibility IMO.

R.O.E related ? - regardless is an internal ADF policing matter , and should not have been aired publicly because of the possibility of over-reactions , tendency for  presumptive collective guilt , very damaging changes  , made worse before any actual trial and sentencing - if there are any actual criminal cases to answer to.
