Serial rapist Robert John Fardon granted release into community

there have been a few, not many, cases of criminals who are deemed not suitable for release but cant be stopped by law.
so why do our law makers not make laws to cover that?
is it not possible to put in place laws to protect the community from a criminal who is likely to reoffend if given freedom?
this man seems to be an example of a threat to the community. does some innocent person or persons have to be victims in order to once again arrest and convict him and put him away again?
if the government of queensland felt he was bad enough to try to stop his release then it shows they have the laws messed up if hes to be free.
maybe hes cured, i dont know. i doubt it. otherwise where is the outcry of those saying hes fine no danger to anyone.

He's been in the community since 2013 under electronic monitoring, according to your link.
It's not like they've just opened the jail/gaol gates, and said 'off ya go'
They're just relaxing that monitoring a bit.
But still watching him.

Fardon will still be automatically subject to other reporting conditions under new sex offender laws passed late last year.
In a statement, Attorney-General Yvette D'Ath said it meant police would know where Fardon lives and travels, details of his phone and internet connections, social media accounts, interactions and passwords for the rest of his life.
The statement also said if Fardon failed to meet those reporting conditions, he could face five years in jail.
