Maybe because they do not want their holly place to be over run by uncouth half naked tourists behaving inappropriately. Just as we limit the access to Uluru.

I have friends and aquaintances who are Muslim, depends on their ethnicity as to the religious practices they follow.

i can understand limitations or even dress code.
but not to allow anyone unless you become a muslim?
have special tour guides with specific regulations even.
limited tours per day or week etc.
