Despite the public perception, fingerprints are not easily obtained from paper....................and the officer should have asked her to identify herself. He/She knew that and didn't do it. I bet they do next time.
Our resources are stretched enough without calling in a handwriting expert and a forensics team.

She was wearing a Niqab over the Abaya, which covered here from head to toe leaving only the eyes visible. She accused him of trying to pull the niqab off her head which was a proven lie.
They couldn't prove it because the person who subsequently made the statement couldn't be proven to be the same person in the video.
Which is a good reason the law requires that head and face coverings must be removed for identification.
