Yes computer is fine but phone is a bit of an issue. I have downloaded it twice and it doesn't work correctly. Play Store have a few differebt apps hence my question
Uninstall it an try again. Make sure it's the genuine skype app. There are 2 free versions on my playstore. The first uses the phone data or wifi connection, the second connects as an app to your wifi connection (you don't want that one). If you select the first option which in description says free IM & video calls it runs through the phone and will work over phone data connection and phone wifi connection. You want the free IM & video call one.

ask her to try calling it to see if it will take calls. Mobiles have a different user interface than on the comp.

I found this for you Twink.
That is an unlocked mobile hotspot.
I use one of those when overseas and just get a prepaid sim card for it
It is hassle free and I have been able to get a card for it everywhere i have traveled
It will support any WIFI device from phone, pad, laptop or any wifi enabled device.
As Donna says Skype to Skype is free to anywhere in the world.
