The police had known about the plan a couple of days ago..... and held off to gather more evidence to make arrests.
More evidence has been gathered during the raids.

i'd like to think the afp knew
what they were doing. the man that
was arrested had his passport cancelled

since this was a secret operation it would
not have been a good idea to make a public
announcement the afp had knowledge of
specific threats. national security and all that.
