of course its political poddy, group A has a good proposal already underway. group B who opposed the proposal have essentially backflipped and produced one themselves (knowing its a weak point in their policy vacuum) B's plan is underdone, it isn't up to scratch and its maintenance costs will equal or exceed the cost of group A's ... and will require more upgrades to equal A's performance. its laughable, but not at all funny.
