Has it been said anywhere that we give them the boats? Just from the bit in here, it sounds to me like the boats will remain in our posession and "we" will be driving the boats to take the people back, probably because their's may have been sabotaged or unseaworthy to begin with etc. So, in this way, we are trying to do a humane thing, by returning them in safety iykwim.. But also making it unappealing too for those who may attenmpt.... If they get caught (or chage their minds like some did when they saw Manus Island) , no quick luxurious plane trip home for you, we're gonna make it as miserable as possible fior you.
They can't send em back if there is a chance their boat won't make it - They'd get crucified
We can't really trust them to return on their own.
We're not going to let them stay
so maybe this is a way to get them back, make em think a bit harder if it's worth it to start with? Maybe help to sort out the genuine from the economic ones?
Let em sabotage their boats to sink em if they want, but when we rescue em, then we're just gonna put em back on a non luxurious boat, but at least seaworthy, and send em back the way they came.
If that's the thinking, I think that's ok.
A fleet of non luxurious ferries/life boats/water taxis assigned for this purpose. It'd be easier for security purposes and more convenient than having to prepare modes of transport we use for other things like the navy etc.
and they'd be less expensive to have sitting around than a purpose specific plane etc, less long term maintenance.

That poll result just reflects the audience. That would be like Alan Jones having a poll about if Julia Gillard should be put in a chaff bag and dumped at sea. Means nothing, If he took a poll, it would be 100% in favour of, because who else would be listening to the git?

Magic Carpets emit too much Co2, and we can't afford to pay the tax on that.
