Does one take anything? It won't be held at their home but in a public garden. It's not a funeral.
Flowers? I've never been to one before and there will be a lot of people there.

I wouldn't take anything to the wake but see if you can come up with some happy memories to share.
I would pop around with a pot plant a couple of days later. Something that will remind the family (and friends) of the good times.

I think you should take with you a big hug and some meaningful words. I think that's what would touch your friend the most and become part of a fond memory.

Flowers? Probably not. Too impersonal, considering that you said you knew the dog and his human family well.
I've never been to one before and there will be a lot of people there.
Might I suggest, you select a nice photograph of the dog with / or without his human family, and have it professionally set on a plaque for the family to keep.
Get it engraved, includes dates if you know them.
Make it personal.
OR:
Take some professional photographs of the day, have them developed and place them in a lovely album for the family as a commemorative gift.
Otherwise... I haven't got a clue.... sorry.
