I,m not sure what the answer is. As the comments after the article show, it might be great for the dog owners, but can be very distressing for everyone else in the apartment block when the dog barks all day, or is left to soil the floor of the apartment.
Doesnt happen ? I used to own a number of rental properties years ago and allowed renters to keep pets. Most where responsible, but one young couple allowed their dogs to poo wherever they liked and did not try very hard to clean up after them. The result was a terrible stink and every floor covering in the house ruined. The house had to be completely stripped, floor coverings replaced and house repainted. My son has just moved out of a rental house where the main tenant has done exactly the same thing.
Its all smiles while things are going well, but can cause major stress for other people when dog owners are not responsible.

i just posted the link as greyhounds were given a big tick as suitable for living in an apartment.
i can only go by my experience with foo, my living arangements are not typical.
however my neighbours prolly would say 'he has dog?'
yeah, they know i have FOO but they only know because they see him when i take him outside.
FOO never barks, never runs around the house going silly. never does anything to cause a complaint.
unlike pretty much every other breed of dog.
i would never support any one owning a dog who makes neighbours life hell.
