Why do you think that getting positions based on "quotas" has to be opposed to merit based ? When you have several applicants, all pretty much equally suitable you just pick up one in random, that does not mean than those who did not get the position had any less merit.

Men have been put into positions since Adam because they were male, they never needed to display merit.
Why should it be any different for women?

Do you have a proof that is happening? Somehow I doubt it. But then again, over the years i have seen plenty of totally incompetent men in jobs they could not do.
